Medicaid BH Provider Manual Updated – Includes 2024 Rate Increases

Ohio’s recent State Fiscal Year 2024-2025 budget (HB 33) included historic rate increases for Medicaid providers, including Community Behavioral Health providers. The Ohio Department of Medicaid filed the following rules to implement the rate increases, which will be effective January 1, 2024 – please note, the rates are included in the appendix of each rule.

• 5160-27-03 Reimbursement for community behavioral health services, Appendix (rates)
• 5160-59-03.2 OhioRISE:  Care Coordination, Appendix (rates)
• 5160-59-03.3 OhioRISE:  Intensive Home Based Treatment (IHBT), Appendix (rates)
• 5160-1-60 Medicaid payment, Appendix DD (OTP administration rates on page 75 of 83)

To help providers prepare for the upcoming rate increases, the Behavioral Health Provider Manual (“BH Manual”) version 1.26 is being released with several updates, including the proposed 2024 rates. Other changes to the BH Manual include content updates and clarifications, removing outdated information, and incorporating the Opioid Treatment Program Manual.

Ohio Medicaid’s BH Coding Workbook also has been updated to include 2024 rates. Please note that the workbook includes two worksheets (tabs); one for rates currently in effect and one for the rates to be effective in 2024.
