Ohio Council Legislative Update

Lawmakers return to Columbus after a two-week break as the Senate prepares to begin, in earnest, its work on HB 96, the state operating budget bill for fiscal years 2026-2027.

While the Ohio Senate has already held several informal hearings on the budget bill, the week of April 28th marks the official beginning of the Senate’s budget process and include various committees holding hearings with many of the state agencies and boards.

An official timeline has not been released, but the following dates serve as guidance and will be updated as official dates are released:

  • Weeks of April 28th, May 5th, and May 12th: Budget Hearings in Senate Standing Committees
  • May 16th: Substitute Bill Amendments Due
  • Week of May 26th: Public Testimony in Senate Finance
  • May 27th: Senate Finance Adopts Substitute Bill with Amendments
  • June 12th: Senate Floor Vote

The Ohio Council plans to offer testimony in the Senate Medicaid and Health Committees and has scheduled a series of meetings with senators and key staff to share our priorities and discuss other key funding and policy issues. As opportunities arise for Ohio Council members to advocate, we will reach out and make this information available. If you have opportunities in your communities to meet with elected officials, now is the time to talk about the importance of Medicaid and behavioral health services in supporting health, wellness and recovery as well as overall economic success.
