OhioMHAS and ODM PRTF Rules
In August, OhioMHAS released draft rules to support development of a psychiatric residential treatment facility (PRTF) licensure. The draft rules outline the definition, goals, purpose and treatment model as well as admission, discharge, and transition criteria. The rule package also covers expectations for youth and family engagement, care coordination, care planning, staffing and staff qualifications, staff training, and data and performance improvements. Under the current approach, a provider would need to have national accreditation and OhioMHAS certification as a licensed class 1 residential treatment facility in addition to attaining PRTF licensure. The Ohio Council submitted comments on the draft rules and are continuing to work with OhioMHAS to support development of the PRTF program.
Additionally, the Ohio Department of Medicaid shared their draft rules to support Medicaid coverage for the PRTF service as defined by OhioMHAS and the cost reporting process. The Ohio Council also submitted comments on the ODM rules. OhioMHAS and ODM are reviewing the comments and feedback on both sets of rules and considering changes and updates based on that feedback. OhioMHAS and ODM will next post the rules for additional public comment through CSI and/or JCARR.
Finally, ODM reconvened the PRTF Working Group in early August to provide an overview of progress made in the past several months on the service model. Additionally, a subset of providers and stakeholders continue to meet to work through the PRTF rate setting methodology. ODM has revised their timeline for PRTF implementation and is no longer planning on a January 2023 implementation date. There is not an updated timeline for implementation at this time, more details will be shared as they become available.
