State Opioid and Stimulant Response Grant (SOS) 3.0 Guidance
On December 14, OhioMHAS released a State Opioid and Stimulant (SOS) 3.0 Indirect Rate and NOSA Field Guidance memo. OhioMHAS has recently received direction from SAMHSA on budgeting indirect costs/rates for grantees and sub-grantees. For SOS 3.0, the allowable indirect rate (or administrative costs, which is synonymous), on the SOS 3.0 awards is up to 5% of the award for grantees and sub-grantees. Board applications and direct funded providers will need to adjust their budgets to achieve this 5% indirect cost requirement and OhioMHAS is available to assist with aligning to achieving this budget alignment. OhioMHAS remains in communication with SAMHSA to understand the reason for the indirect cost reduction and is aware this will create challenges for SOS 3.0 funded services. It’s important to note that SOR 2.0 funds can still rely on the 10% indirect rate for NCE funds. The Ohio Council has also reached out to the National Council to see how other states are navigating this change.
