SAMHSA Announces SOR Grant Funds

The U.S. Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Health Resources and Services Administration (HRSA), is awarding more than $1.6 billion in investments for communities throughout the country addressing the addiction and overdose crises, as a part of President Biden’s comprehensive effort to prevent overdoses and save lives. The investments made through SAMHSA’s State Opioid Response (SOR) and Tribal Opioid Response (TOR) grant programs, and HRSA’s rural communities opioid response programs will help communities looking to leverage every tool at their disposal – from prevention to harm reduction to treatment and recovery supports for people in need. Ohio was awarded over $97 million in SOR grant funds. 

For SOR 3.0, OhioMHAS will be sharing additional information with ADAMHS Boards and directly funded SOR providers in the next several days.  The SOR 3.0 applications are expected to be released in GFMS the first week of October.  ADAMHS boards will have 30 days to submit their applications. Providers are encouraged to be in close contact with their local boards regarding this funding.

Additionally, OhioMHAS announced the State Opioid Response (SOR) 2.0 Grant projected no-cost extension (NCE) awards levels for the FFY23 project period September 30, 2022 through September 29, 2023 for providers directly funded by OhioMHAS for their programs. Direct-funded awardees with continuing projects for this NCE period of performance, will complete the SOR 2.2 and Carryover Grants Closeout Process. Please see the OhioMHAS Close Out memorandum dated 9/9/2022. The final approved NCE award amount will be calculated based upon the remaining award balances less the disbursements for the FFY22 project year closeout period. All NCE grantees will receive a new NOSA for FFY23 following submission of their NCE application in the Grants Funding Management System (GFMS).
